Niuvanniemi Hospital has functioned actively for reducing restrictions in forensic psychiatric treatment since 2008 which is parallel with the principles of the Finnish Constitution. Most patients are, even during involuntary care, competent to cooperate in choosing their treatment measures when they are properly informed. Nowadays, we thrive to use restrictions as minimally as possible. Applying less restriction is followed by less violence towards the personnel. Violence is traumatic for its target, for the eye-witnesses and, finally also for the perpetrator. As well, physical restraints may be traumatic for all of them.

Kevin Ann Huckshorn, RN, MSN, CAP, ICADC is the past Commissioner for Delaware’s Mental Health System and is now the president of her own behavioral health consulting business, Kevin Huckshorn & Associates, Inc.
Janice LeBel

Janice LeBel, PhD, ABPP is a licensed, board-certified psychologist and the Director of System Transformation for the Massachusetts Department of Mental Health. She currently oversees a large statewide effort to prevent restraint and seclusion across all human services and education.


Joy Duxbury
Joy Duxbury, is professor of Mental Health Nursing at the University of Central Lancashire and Director of the Centre for Mental Health and Wellbeing in the School of Health, chair of the European Violence in Psychiatry Research Group (EViPRG) and chair of The Restraint Reduction NetworkTM (RRN)
